Both a public servant and an officer of the court, Atty. Runiel Reel S. Matorres carries with him his passion in championing good governance and ethical leadership alongside with his commitment to help in the proper administration of justice. He has been with the Department of the Interior and Local Government Region VI as a Local Government Operations Officer and formerly designated as the Chief of Staff of the Regional Director prior to his admission to the Philippine Bar. At the same time, he is a part time faculty member of Iloilo Science and Technology University, teaching Legal Aspects in Tourism and Hospitality including Obligations and Contracts. He is also active with his civic engagements by being a member of the Junior Chamber International Inc. Iloilo Chapter, serving as one of the 2022 Board of Directors (Local Skills Development Director), thus, fulfilling his social responsibility. He played an important role in the Boracay Rehabilitation efforts as part of the Boracay Investigating Team Support Group who helped in probing and filing cases against government personnel and private individuals by collating and examining permits, licenses, and other necessary documents. The investigation covered a period of 10 years (2008 – 2018). All these led to the successful filing of cases with favorable decisions from the courts, finding the respondents accountable for the environmental damage caused to the island. Atty. Matorres’ vast and varied knowledge from his experience paved the way to mastering the art of dealing with novel and intricate matters. Handling human resource concerns from his previous employment in a private company, to handling other legal concerns of the DILG Region VI as a former Bantay Korapsyon Program Regional Focal Person, to compiling and researching legal issuances, reviewing and drafting contracts and policies of and for the Department, and to capacitating stakeholders and clientele of the Department as well as that of JCI Iloilo being the Local Skills Development Director by serving as a Resource Person or Facilitator in numerous trainings and workshops, among many other things, honed his competencies, equipping him with the right amount of skill and talent needed to take on the challenge and demands of the legal profession.
